When Do We Expect to Have the Hold on Measure 114 Removed?
A U.S. District Court judge approved implementation of the ban on sales of large capacity magazines and also ending the three-day loophole starting December 8, 2022. These laws should have gone into effect as of that date.
The Oregon State Police requested additional time through March 7, 2023 to make sure the permit-to-purchase process would be effectively set up, and the Court approved this request. This slight delay is reasonable, though we hope the process will be ready even sooner.
However, a Harney County Circuit judge put a hold on the large-capacity magazine ban and on closing the three-day loophole. He may even hold up the permit-to-purchase process until he makes a final decision after the trial. That could be a year or more away.
The decision to hold up implementing these Measure 114 changes will almost certainly permit some gun-related injuries to occur. That decision has been appealed to the Oregon Supreme Court, and we expect it will be overruled so that Measure 114 can take effect soon.
